Setting up with a full tank and mediums is perfectly fine most times if the circuit isn't too long. If you're able to carry enough fuel to complete the race with just 1 stop, that can be done - but be wary! Running your tires to the end is extremely risky! Either is viable usually, depending on your car and drivers. Either you do a 2 or 3 stop race here, fast compounds and less fuel, or tougher compounds and more. Say you have to do 25 laps of racing, and your compounds give you 9-11 and 11-13. Check how many laps of fuel you can carry, how many laps the different compounds will get you. I will usually plan the entire race before setting up. So if you're going to be pitting anyway, it makes no sense carrying all that fuel around. Maybe it's tough on the tires, but easy on fuel consumption. Check out the race preview in the calendar. Your car is heavier because you filled it to the brim with fuel, some other teams will have done that too - but most likely, a lot will have way less.
